The question in this grievance is whether an employee should be paid for partial machine training. The Postal Bulletin of March 31, 1983, 21397, page 6 clarifies this matter. in part it says, "Where the senior bidder passes the appropriate examination and accepts the position, the annual leave will be converted to hours worked and the employee's annual leave balance recredited a like number of hours. During our discussion, it was mutually agreed that the following would represent a full settlement of this case:
An employee must qualify and accept the position, to receive any payment for scheme training.
