The issue in this grievarice is whether the grievant should have been compensated for scheme study time. The facts presented in this case are as follows:
1. The grievant was awarded a machine bid which required scheme knowledge.
2. The grievant entered a deferment period and commenced training .
3. The grievant successfully completed the manual portion of scheme training.
4. Before the end of the deferment period which had been entered into, the grievant bid to a manual position requiring identical scheme knowledge.

During our discussion, it was mutually agreed that the following would represent a full settlement of this case. It was also agreed that this settlement applies only to the specific set of fact circumstances presented in this case:
1. The grievant shall be compensated for the study time involved in accordance with Postal Bulletin 21397, dated March 31, 1983.
2. In no event, will the grievant receive double compensation for the training and studying of the same scheme.
