The issue in this grievance is whether the fueling of postal vehicles is exclusive clerk craft work. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Section 841.3 of Handbook M-41. The parties at the national level agree that the fueling of vehicles is not considered part of the VOMA's daily duties and responsibilities, as provided by Standard Position 2-195. The parties at Step 3 should apply PB 21247, (5-29-80), to the fact circumstances involved, as VOMA's are not considered vehicle maintenance personnel. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
