The grievance concerns whether management is disregarding the intent and purpose of specific guidelines in methods handbooks. The union refers to Part 512, M-15, as one such guideline. Part 512, M-15 states as follows:
Key hits 4' and 9' are the most difficult numbers to key and should be avoided, if possible, when considering possible key combinations for high density destinations.
After a review of the file, it.is the position of the Postal Service that this grievance fails to identify an interpretive issue. Whether this office has avoided key hits 4' and 9' as much as reasonably possible can only be determined by examination of the fact circumstances as they exist at the local level. The parties should work together to resolve these disputes. Accordingly, if you agree, we can remand this case to the parties at Step 3 for further processing.
