The issue in these grievances is whether management violated the National Agreement by denying the grievants training for a bid assignment while they were in a non-duty, non-pay status pending removal from the Postal Service. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in these cases. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
