The question in this grievance is whether management violated Article 19 of the National Agreement, specifically Handbook M-75, as it relates to the arrangement of separations on incoming secondary letter and flat mail cases. After further review of this matter, we mutually agreed that no National interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at the National level concerning the meaning and intent of Part 553.a. and b., Handbook M-75, Manual Letter Mail Distribution, which in pertinent part states that a uniform system should be established in which carrier route numbers are assigned sequentially to case holes in all secondary units; also, that case diagrams for letter and flat mail cases should be compatible, insofar as possible, in order to eliminate confusion when distributors are transferred between letter and flats units. We further agreed that the issue raised in this grievance is proper subject for discussion and review by the local level scheme committee. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
