The issue in this grievance is whether the MORR program implemented in the Royal Oak, MI Post Office conflicts with the PO 401 Handbook. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. The issue in this grievance can only be determined at the local level based on the particular fact circumstances present at the time. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
