The question in this grievance is whether or not management violates Article XIX of the National Agreement by requiring an LSM trainee to train on keying Outgoing Primary and study a manual scheme at the same time. Specifically, the Union alleges a violation of Part 115.41 of the P-24 Handbook. Local management is correct in its technical interpretation of 115.4 of the P-24 Handbook. This paragraph concerns the keying of schemes, not the keying of numbers and memory items. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
