The issue in this grievance is whether management is required to provide access to Tour 2 employees for off-the-clock training on holidays and weekends. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We agreed that this issue is suitable for regional determination by application of Handbook P0-402T, Sections 121 and 133, to the fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
