The question in this grievance is whether management violated Article VIII of the National Agreement by utilizing mail handlers to load ZMT ledges prior to the beginning of the machine operation. A review of the information provided did not disclose a contractual violation. The mail handler's position description allows the performance o( duties incidental to the movement and processing of mail as well as that of
carrying mail to distributors for processing. Information in the case file indicates that the mail handler involvement occurs prior to the time ZMT crews report for duty. Also, non-machine qualified personnel is neither assigned to the crews nor permitted to participate in the operation during the ZMT crews' tour of duty.
