The question in this grievance is whether or not management violates Article XIX of the National Agreement when sweeper-tyers on the LSMs in this local office are required to distribute mail into manual cases located behind the machines. We find no violation in management's utilization of unproductive sweeper-tyer time to finalize machinable mail that has passed through the LSM. , . . . Accordingly, as we find no violation of the National Agreement, this grievance is denied.
