The question is whether management violated Article XIX of the National Agreement by assigning ledge-loader to cull mail duties. We find no violation in management's utilization of unproductive ledge-loading time to prepare mail to pass through the machines. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
