The question raised in.this grievance involved whether management violated the M-54,Letter Sorting Machine Handbook when it established only 20 bid positions on the Tour 2 LSM in Little Rock, AR. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Whether or not management improperly established the 20 bid positions is suitable for application of the M-54 as well as regional determination. Therefore, this matter is being remanded to Step 3 for application of the M-4 and for further processing if necessary.
