The issue in this grievance is whether management instructed the grievant to key more than 99 scheme items of Incoming Secondary distribution combined with Outgoing primary distribution at 60 letters per minute. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination by application of Part 350 of the PC-405 Handbook to the fact circumstances. Whether or not the grievant is keying the said mail with scheme items is the issue to be determined at the regional level. Should the keying include an Incoming Secondary scheme requirement, the machine speed should be set at 50 letter per minute. Keying without a scheme requirement is done at a speed of 60 letters per minute. Accordingly we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
