The question in this grievance is whether management violated Article 19 of the National Agreement by not paying the grievant at the Level 6 rate for time spent working as a sweeper-tyer. It is the position of the Postal Service that the duties described do not justify higher level pay. Accordingly, we find no contractual violation and the grievance is denied.
