The question in this grievance is whether or not management violates Article XIX of the National Agreement by considering Zone 2 Box Section as memory items rather than a scheme. The Zone 2 memory items consist of 62 conunercial boxes, 13 arbitrary codes, 18 unique zip codes and 1 listing of main office box numbers. (Box l through 99 is considered a memory item) the main office box numbers are keyed per numerical box number. With a total of 94 memory items, zone 2 box section does not meet the scheme requirement criteria of Part 122, Schemes Handbook M-5 which states in part: "schemes consist of 100 items or more. Ninety-nine or fewer items are memory items." Accordingly, as we find no violation of the National Agreement, this grievance is denied.
