The question in this grievance is whether or not management violates Article XIX of the National Agreement and more specifically the Interim Guide for Single Position Letter Sorting Machine Operation by not assigning at least one Loader/Sweeper when two SPLSMs are in operation. The interim guide contains general operating instructions which are subject to change. They are not final and binding. Management may use reasonable discretion in the staffing of the SPLSM. A Loader/Sweeper is not required at all times. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
