The issue in these grievances involves the correct-size of mail processed on the flat sorting machine in New Haven. After further review of this matter, we agreed that there was no national interpretive issue fairly presented in these cases. We agreed that the questions raised in these cases can be answered by applying the provisions of Handbook PO-406, Section 493.2 to the fact circumstances. Accordingly, we agreed to remand these cases to Step 3 for further consideration by the parties.
