We mutually agreed that, from our review of the position descriptions of the PS-5 and PS-6, Flat-Sorting Machine (FSM) operators, both may be assigned to perform manual distribution, not limited to flats, as required. In accordance with the M-5 Handbook, manual distribution may be accomplished by the use of schemes. The fact that an FSM operator may be assigned a manual scheme does not entitle the employee to the higher level.
