The issue in this grievance is whether a local Training Technician, PEDC must be MPLSM qualified to conduct training for MPLSM trainees. After further review of the matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 19 of the National Agreement. Qualification Standard 1712 for Training Technician, PEDC (Level 6) provides the necessary criteria for determining an employee's qualifications for the Training Technician, PEDC position. The determination, of whether a particular employee meets the criteria, is a fact dispute suitable for regional determination. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration
if necessary by the parties.
