During our discussion we mutually agreed that there is no interpretive dispute between the parties at the National level as to the meaning and intent of the provisions set forth in publication 118 regarding unused hours not being interchangeable between manual scheme training time and machine training time. Accordingly, as further agreed, this case is hereby remanded to step three for further discussion and resolution by the parties at that level.
