The issue in this grievance is whether the grievants were entitled to formal scheme training for recent scheme changes to local zones 2, 4, 5 and 6. After further review of the matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 19 or 37 of the National Agreement. The grievants are MPLSM operators assigned to secondary scheme distribution. In accordance with Section 435.1 of the M-5 Schemes Handbook, all scheme changes for machine distributors will be learned through formal training. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration, if necessary by the parties.
