The issue in this grievance is whether the grievant was properly trained to operate the Flat Sorting Machine in accordance with Handbook P0-406. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the grievant was properly trained to operate the Flat Sorting Machine in accordance with Handbook PO-406 is a local dispute suitable for regional determination by application of the appropriate provisions of Handbook PO-406, Flat Sorting Machine Guidelines (FSM 775), to the fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
