The issue is this case is whether management violates Article 37 by using clerks who have not been trained as single position flat sorter machine operators to ledge load and cull machinable mail for the SPFSM. It is our mutual understanding that adequately trained employees will be used for relief purposes on the SPFSM on a regular basis. When it is necessary to use an employee who is not SPFSM trained, local management will assure that the employee is sufficiently familiar with the operation to perform the job safely.
