We mutually agreed that staffing of the multi-position flat sorting machine will be determined by the FSM 775 Flat Sorter Machine Guidelines. This handbook, presently being published by the Postal Service, will allow for flexibility in personnel management on the MPFSM as determined by mail volumes, both available and anticipated, and the sort plan. Therefore, grievances concerning staffing on MPFSMs are considered noninterpretive and must be processed at the lower levels based upon fact circumstances. Accordingly, this grievance is remanded to Step 3.
