The issue in this grievance is whether the MPFSM is correctly staffed. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed this issue may be settled by application of Handbook P0-406, Flats Sorting Machine Guidelines (FSM 775) to the fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
