We mutually agreed that there was no Interpretive dispute between the parties at the National level as to the meaning and intent of Article 19 of the National Agreement as it relates to break times on a Single Position Flat machine. As we understand it, official guidance for the operation of the Single Position Flat machine is not published yet. Reasonableness, considering local circumstances, should prevail until an operational manual is issued. Whether,or not local management is being reasonable under local fact circumstances cannot be determined at this level. Accordingly, as further agreed, this case is hereby remanded to Step 3 for further processing, if necessary by the parties at that level. (Unsigned by APWU Representative)
