The question raised in this grievance is whether a letter without a console imprint is considered an operator error during an EDIT operator test. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We further agreed that the presence of a letter without a console imprint in the EDIT bin does not necessarily indicate an operator error or a machine malfunction. However, the presence of such a letter should indicate the need for a review of the EDIT procedures to determine if a machine malfunction occurred. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
