The issue in this case is whether "no hits" during a MPLSM EDIT should be counted as errors. It is our mutual understanding that under normal operating conditions a no hit during an EDIT is a "No Keycode Error" as defined in Section 521.i of the M-16 EDIT Handbook. The language in the cited section has been in effect since at least June 5, 1978.
