The issue in this grievance is whether MPLSM EDIT procedures in the local office are consistent with the M-16 Handbook provisions. The MPLSMs in the local office have been equipped with EZR (Expanded ZIP Retrofit) equipment. It is our mutual understanding that the EZR equipment EDIT tapes were discussed with the union at the national level prior to installation of the EZR equipment. In addition, the use of EZR EDITS as addressed in a August 17, 1982, memorandum from the Assistant Postmaster General, Mail Processing Department. It is our understanding that the provisions of this memorandum will be applied in the local office. In addition, EZR EDIT tapes must be annotated consistent with the provisions of the M-16 Handbook.
