The issue.in this grievance is whether the local implementation of the EZR (Expanded Zip Retrofit) modification was conducted properly. After further review of the matter, we mutually agreed that there was no interpretive issue fairly presented as to the meaning and intent of Article 19 of the National Agreement. The dispute in this case is suitable for regional determination by application of Assistant Postmaster General, Mail Processing Department's August 15, 1982 memorandum on EZR EDIT reports to the specific facts in this case. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration if necessary, by the parties.
