We mutually agreed that there was no interpretive dispute between the parties at the national level as to the meaning and intent of Article 19 of the National Agreement as it relates to EDIT checks as discussed in this particular grievance. It is our understanding that in accord with Part 220 of the M-16, supervisors make an alphabetical listing of the last names of the individuals on his/her crew and number each name on the list according to alphabetical order. When ready to take the first sample, he/she begins with sample number one on the Random MPLSM operator numbers table and thereafter takes the next sample number in numeric order. The operator assigned to that number on the randomized crew listing is the next operator to be tested if present on that day. If the operator is not present, move on to the next operator. The parties at the national level recognize that under certain physically sitting at a console may, of necessity, be passed over a particular EDIT check. We mutually agreed to remand this grievance based on our understanding concerning EDIT checks and our determination that the other issues discussed involve fact circumstances existing at the local level.
