The issue in this grievance involved the use of the random-number table for EDITS of LSM clerks by zone rather than by crew. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that the random-number listing will be developed by crew as required by the Handbook PO-407. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
