The issue in this grievance is whether an EDIT taken on April 18, 1985, was taken in accordance with the procedures outlined in the M-16 Handbook. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination in application of Handbook P0-407. If the EDIT was taken in accordance with Handbook P0-407 and the grievant was shown the EDIT tape and corresponding sample letters, the EDIT will stand. If not, it should be removed from all records. Additionally, if a steward requests to review the sample letters and they are available, this request should not be unreasonably denied.
