The issue in this grievance is whether the posting of EDIT averages without employees' permission violated the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the posting of EDIT averages violated the Po-407 Handbook, Part 222e and employees' privacy is a local dispute suitable for regional determination by application of the Handbook and Part 313 of the ELM to the particular circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
