The grievance concerns whether supervisors are required to automatically reconstruct a random EDIT sampling for an employee before the test is entered into the employee's record. For the EDIT operator testing procedure to be effective, a positive and accurate approach is expected by the supervisor. As part of employee training and ·maintenance of proficiency, the supervisor should discuss the EDIT with the employee, even if the employee does not ask. If the fact is that this particular EDIT operator test cannot be reconstructed in accordance with Part 223, M-16; EDIT Handbook, it should be voided.
