The question raised in these grievances involved whether management violates the National Agreement by conducting an EDIT with a sample size larger than 25 letters. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in these cases. We agreed that Handbook M-16, Section 322.1, clearly identifies 25 letters as a minimum sample. Accordingly, as we further agreed, the cases are hereby remanded to the parties at Step 3 for further processing if necessary.
