The question in this grievance is whether or not management violated Article XIX of the National Agreement by allowing the Review Clerks at the Savannah Post Office to check EDIT tapes for errors. According to information provided, the Review Clerk is utilized for the purpose of identifying errors on EDIT tapes. The tapes are then given to the supervisor who analyzes the errors and completes the EDIT process. Clerks being edited are not identified by name, and the tapes are not taken out of the vicinity of the LSM operation. During our discussion, we agreed that the practice as described does not violate the National Agreement or Handbooks M-16 and M-54; the duties being performed are within the scope of those contained in the Review Clerks Position Description; and that utilization of the Review Clerk as described expedites the EDIT process. Based on the above agreement, we agreed to resolve this case.
