The grievance concerns whether management may use the R-3 Micro-Key report as a tool for determining to retrain LSM operators. It is determined that the R-3 Micro-Key report should not be used as a sole basis for determining to retrain MPLSM operators as in this grievance. The EDIT program was specifically developed for that purpose.
