The question raised in this grievance involved whether local management is improperly utilizing clerk craft employees to verify mail against machine EDITS. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Whether the procedures set forth in Handbook M-16 are being improperly followed at the Boise office is not a national interpretive question. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
