The question in this grievance is whether management violated Articles 19 & 37 of the National Agreement, in that the grievant was given an EDIT 5-minutes after sitting down at the console. The facts in this case indicate that the grievant had keyed a secondary scheme for 30-minutes prior to loading for 15-minutes. While loading, the machine program was changed to another secondary scheme for which the grievant was qualified. The grievant returned to a console and keyed mail for 5-minutes prior to the beginning of the disputed EDIT. In our judgment, the grievance does not involve any interpretive issue pertaining to the National Agreement or any supplement thereto which may be of general application. The EDIT in question was taken in accordance with the provisions of Chapter 3 of the M-16 Handbook. There is no reference to a time frame for taking an EDIT in the M-16 Handbook. Accordingly, management is not in violation of the National Agreement, therefore the grievance is denied.
