The question raised in this grievance involved an allegation that the Bulk Mail Clerk, PS-5 is performing the duties of a Bulk Mail Technician, PS-6. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. The determination of whether higher level work was performed is a factual dispute suitable for regional determination. The parties at Step 3 should apply the core duties of the Bulk Mail Technician, PS-6 to the work performed for a determination of whether higher level pay is warranted. Whether a position is needed in a particular installation is not a national interpretive question. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
