The issue in this grievance is whether the grievant is entitled to level 6 pay for duties performed as a relief for a Data Collection Technician by a junior employee while the grievant worked his preferred assignment. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. However, inasmuch as the union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved. It is the position of the Postal Service that the disputed relief duties performed by a junior employee in a "best qualified" position are in no way a violation of Article 25.4 of the National Agreement. According to information in the grievance file the vacancy was for two nonconsecutive days. Therefore, this grievance is denied.
