The issue in this grievance is whether a backup VOMA position should have been reposted. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that the last sentence of Item E in the regional pre arbitration agreement dated January 10, 1986, for case number N1N-1E-C 36231, which stated; "such an agreement does not exist with the APWU and therefore, any APWU employee can be excluded from bidding for the VOMA assignment if the work schedule is incompatible with the VOMA assignment and overtime would otherwise be due" in the Marblehead Post Office was inappropriate and is hereby rescinded. Further, the Vehicle Operations Assistant (VOMA) position is a job filled on the basis of senior qualified bidder from the eligible crafts in accordance with the appropriate provisions of the National Agreement. Accordingly, we agreed to remand this case to the parties at Step 3 for application of the above.
