The question in this grievance involved the assignment of a CFS clerk to the position of Accounting Technician on a temporary basis. The union contends that when a temporary vacancy exists in a best qualified position, the senior qualified employee should be assigned to the vacancy. The position of the Postal Service is that the position description for the Accounting Technician (SP2-443) provides opportunities and consideration for all crafts in an office regardless of seniority or PS Level when the position is being filled on a permanent basis. Therefore, the selection of a CFS clerk to fill the position of Accounting Technician on a temporary basis does not violate the National Agreement. Accordingly, this grievance is denied.
