The question raised in this grievance involved entitlement to higher level pay for non machine clerks who cull mail. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that culling mail in and of itself does not entitle employees to higher level pay. Whether the assignments which gave rise to this grievance entitled employees to higher level pay is not a national interpretive question. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary. This document contains two Article 19 related issues; a Clerk Craft Step 4 Settlement Agreement on page 1 and a Maintenance Craft USPS Position Letter on page 2.
