The question raised in this grievance is whether the grievants are entitled to higher level pay for the input of information into a computer terminal. Our respective files indicate that several clerical employees at PS-4 and PS-5 are being required to input information into a computer terminal. Occasionally, in the local office, management has assigned these duties to other clerks at higher salary levels. The Union contends that the grievants are entitled to higher level pay (PS-6) for the time spent performing these duties. It is our position that the disputed duties are similar to the core duties of the grievants' positions. In addition, the disputed duties are quite similar to those duties performed by a PS-4 Data Conversion Operator (SP2-626). When management has utilized clerks in a higher salary level to perform these duties, they have been compensated at the higher level not because of the work performed but because they are normally a higher level. It is also our position that no National interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. The above represents the position of the Postal Service on the particular fact circumstances involved. Based upon the foregoing considerations, this grievance is denied.
