The issue in this grievance is whether CFS clerks are entitled to Level 5 pay for performing various duties listed in the case file. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the subject employees are entitled to higher level pay can only be determined by application of Article 25, Section 2 to the specific fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
