The issue in this grievance is whether a Level 6 Dock Clerk, a qualified OJT Instructor, should be paid at Level 7 for time spent training another employee. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Training instructors are certified according to the criteria in the P-23 and are paid at PS-6. Accordingly, we agreed to remand ,this case to the parties at Step 3 for further processing, including arbitration if necessary.
