The grievance concerns whether the grievant was entitled to higher level pay when he was assigned to consolidate the l412's of the main office window unit for several days. We mutually agreed that this grievance does not identify an interpretive issue. Whether or not an employee is due higher level pay for duties performed can only be determined by factual review of the circumstances involved at the local level. An employee given the primary responsibility for performing the core duties of a higher level position is entitled to higher level. The performance of a single duty listed in a higher level assignment does not necessarily require higher level. Accordingly, this grievance is remanded to the parties at Step 3 for appropriate handling.
